As iFrog said, wi-fi does quit once you go into Sleep mode. You can extend that time in your settings.
Where would you extend the time for wi-fi to stay on? Thanks
Edit: Do you have it extended? When phone is sleeping does it still scan for signal or no?
There are NO adjustments needed for iOS WiFi. When the phone is "sleeping" it DOES NOT search for WiFi. In fact while the phone is truly asleep, the only thing it is doing is listening for PUSH notifications, checking for alarms, polling email if you decide to use the older method and handle incoming phone events like SMS, MMS and calls.
