There is no way to selectively upgrade your iPhone 4S. The only iOS version you can upgrade to is iOS 7.0.4. This will mean losing your jailbreak.

Is there a JB for 6.1.3 cause when I go to check software update it says 6.1.3

If you're using iTunes to check and not using the latest version of iTunes, you will not see 7.0.4, and even if you were to attempt to restore, you would receive error 3194. Only the iPhone 3GS, 4 and iPod Touch have a jailbreak on 6.1.3. A5+ devices do not have a jailbreak on 6.1.3+ yet.
