How often does iCloud update my stuff?

Thats interesting - have gotton a message on my 4S saying "3 weeks since you last updated iCloud"....I take it that means its been about 3 weeks since I sync'ed my iPhone with my home computer? Or can you go backup iPhone==>iCloud when hooked up under WiFi
