The iPad can only connect to the Internet via WiFi or cellular data connection in WiFi + cellular iPads. If you have no WiFi or cellular signal, you can't connect to the Internet.

I think he was asking if there is an app to use his phone as a walkie talkie on RF instead of wifi or 3G. I'm guessing no RF with the phone, but wondering if Touch to Talk features through cellular that it might allow for "walkie talkie" with an app. Although I guess that's using network...
