Whenever a new iPhone generation rolls in, Apple discounts the 1 and 2-year old iPhones, in order to get some more sales from budget buyers but also to deplete the stock. This has happened again, and now Apple is taking prices off only for the 1-year old iPhones.
Thus, then still flagship iPhone 5s can be bought for $99 with a 2-years contract at major carriers, of course, while the polycarbonate iPhone 5c can be yours for as much as zero dollars. So, if you're not that fond of the new iPhones, you can enjoy the last year iPhone models at a very good price.
Of course, similar discounts have been offered by big retail companies and carriers, but this time it's coming officially from Apple and it's not time limited.
