Scrolling problem after iOS 8.3 update

Thanks ! I changed my charger a couple of week ago aswell. Cheap one off eBay . Is the damage treatable ?

The damage aint permanent i guess.. Mines working fine when ever its off that Evil charger.. Just switch to an apple charger and everythingz gonna be fine.
