iPhone 4s Scrolling isn't smooth and is very shaky

Hi, when I first got my iPhone the screen and scrolling was very smooth and perfect. Now, whenever I scroll whether it be Messages, App Store, Safari, even the homescreens whenever I scroll and hold my hand down, it is extremely jumpy. Even while typing sometimes would jitter and I'll lose my place. I've tried rebooting and clearing the background apps, I don't want to do a hard reset so is there anything I can do?

Clearing (stopping) all the background running apps should help a LOT, then the hard reset -- which you should do, it's harmless -- should give you more joy. And check those Push notifications and (possibly) GPS tracking your location, as some apps like to do. Good luck, and obviously, there's no clear-cut solution to your situation.

Make certain you have not invoked turned on Voiceover in settings > accessibility!!! This is enough to do this erroe, and no one seems to list it.
