Screen problem

At the very top of my home screen there is part of another screen stuck, that won't go away. I have reset the phone and still no luck. I've only had my iPhone 4 for about 3 weeks

Sounds like hardware issue. Make an appointment with an Apple Genius bar. Call apple and set up the appointment. If your phone hasn't been abused, most likely they will replace it.

If you have Apple store near by, then go see them.

This could either be a hardware or software issue. If resetting doesn't work, some companies offer an iPhone LCD display repair service.
