Safari Download Manager help

i was wondering if anyone could give me a clear description on what the safari download manager tweak allows me to do on my iPhone, all help is appreciated

I was hoping someone could tell me if download manager requires a restart or a simple respring. Im on ios 4.2.10 and its a tethered jailbreak, but i dont have access to my pc right now, so having to do a restart would be a bit of an issue for me. Appreciate any help you guys can give!

Any sort of download manager is going to modify system files and thus require a reboot, just wait until your near a computer to install it.
