Rotate Function on iphone4

Hi,

I am a new iphone user and is seems that the rotate function only works for the built-in iphone apps. The new ones I have downloaded do not rotate. Is this normal and how do I get the rotate function to work on all apps.

Double push the home button to show up the multi task bar, then scrooll to the left to until you see a circle with a lock icon in it. Tap on that circle to enable rotation for all apps, but there are some apps which are not going to rotate even though the rotation is enable.
