Restart iPhone 4S is possible solution of Siri problem

Well Siri network issue is big headache for us and Apple seems not dropping any words on it, don't know why! Everyday we seen some possible fix but at the end of the day we finish with nothing! Today I was reading on Apple Digit where they mention that some users get lucky to get solution by restating iPhone 4S but I doubt if it is really fix or temporary fix!
