Problem with downloading apps?!

I have recently been having an issue with the app store. The issue is that even when I try getting a free app it tells me I need to update my billing info. Well, when i do it tells me the credit card processing system is down or something like that. I experienced something like this in the past but it was just an app I didn't full pay for and everything went back to normal when I payed for it. Well, this time it says the system is down but it has been down for a few hours now. Is anyone else experiencing this issue? Is there a way to fix it? Please help me! );
