"Phone Not Backed Up" Message

I plug my phone into my laptop almost daily, but I have received another message saying the phone has not been backed up in 3 weeks. Message says phone is backed if locked and plugged into power source. Since that happens regularly, why am I getting this message? What is amiss here? Thanks.

Maybe because of your iCloud storage. Make sure there‘s still enough storage space for a backup. (Settings - your name - iCloud - Storage. In Manage Storage remove features or apps using iCloud storage space, or change your storage plan.)

That must be it, J.A.! My iCloud storage is full. Actually, I thought iCloud was turned off, though. I will double check. Thank you!
