No service after reset

Can someone help? I recently factory reset my iPhone 4 before selling it to someone but when they put there o2 sim in it come up no service? It was working fine on my o2 sim before the reset, they took it to the carphone warehouse who said it must be blocked. What's going on all I did was reset it to erase my data?

They might have to change the phone profile on their account, since service is linked not only to numbers but also to devices.

So your saying they need to set it up with iTunes?

They might have to call up the carrier to verify the migration, since plug and play isn't available on all devices. Otherwise, they'll have to connect to a PC, deactivate the device, insert the SIM, and proceed to setup the device.
