I'm afraid that there is no jailbreak available for iOS 6.1.3. There is also no way to downgrade an iPhone 4S on iOS 6.1.3. If you want to jailbreak, you'll have to wait for the release of an iOS 7 jailbreak sometime after the public release of iOS 7, this fall.
