Having trouble getting laptop internet explorer to connect. Laptop sees iPhone . Any suggestions?

Need more info, are you in the U.S.? If so, are you on AT&T or Verizon? Regardless both parties allow for tethering if you have the service and require the password supplied on the hotspot options which can and should be changed to something of your choice.
