Is it possible to manage my music library (and other items, including photos, videos, etc.) that are on my iPhone through Internet Explorer rather than through iTunes?

You'll have to use iTunes to manage the content on your iPhone. If the items are acquired outside of iTunes, they'll have to be added to iTunes on your computer before they can be transferred to your iPhone. ITunes can be installed on a Windows based PC.

I believe that while iTunes is required to manage music on my iPhone, Internet Explorer can be used to manage photos and videos. Is that correct?

If you have an iCloud account, and use iCloud Photo Library (Beta), available since iOS 8.1, you can access the images using a browser.
Otherwise you need iTunes or iCloud to manage photos and videos.

I only have iOS 7.1.2, so I guess iCloud Photo Library is not available for me?
