Looking For A Picture Effect App That Does 'Plastic Wrap Effect" HELP PLEASE

I wanted to know if there was a app that anyone knows about with the "Plastic Wrap Picture Effect"? If so can some please tell me the name of the app or apps. I looked at the PhotoShop Express app (because its a effect in PhotoShop) but i don't see it on there. Hope someone can help me out thanks yall have a great day
