No, there isn't sorry!

If this is your own iPhone, and you forgot the iCloud ID or it's password, take it to an Apple Retail Store, and take the billing with you, so that you can prove you're the owner.

If you purchased it from someone, ask him to remove it from his iCloud ID:
iCloud: Remove your device from Find My iPhone

Nah, it's to deter people from stealing phones and/or trying to activate a phone they found, etc.

If your phone is activation locked, it's pretty much a brick.
