Jailbroken Ipod touch 2g switch off everytime i download?

The prob occur everytime i install a url on the manage part of cydia, my ipod will swtich off and on but the app wont installed. Can somwbody help me to fix this error by giving step by step procedure. Sorry for poor explaining things, im not sure if im saying the right term. And i keep getting this type of message " half-installed package"? I have no idea whay this is?

try restoring it and installing the jailbreak again
