Yes do the upgrade assuming you have 7 it is a minor update

Sorry, I should have specified my devices are running iOS 6.1.3 and I do not wish to upgrade.

On a stock device, no. There was a jailbreak-less method of removing the badge until you reboot your device but that was patched a little while back and there were no updates to removing it again at this point.
