The cables still charge after you dismiss the message. I have a few cables that do that but I have obtained non oem cables that work exactly like the oem cable. Try and use the actual apple cable for syncing.

It appears to be stuck in a boot loot "infinite loop". The very first thing i would try is to reset the device by holding the sleep/wake button and the home button at the same time for about 30 seconds. If you are still in a boot loop You can try putting it into recovery mode and do a restore, restoring it will completely wipe the device and you will lose all your data but if you have no other options this will get your idevice back up and running. Hopefully you have done an iTunes backup before you encountered your issue. If so then you can restore your backup once you are out of the boot loop. There are several ways to put your idevice into recovery mode, the easiest way is to power off your device Once it is powered off hold the home button and plug the device into your computer while continuing to hold the home button until the iTunes logo appears on your device. Plug it into your computer and open itunes, and it should pop up a message that your device is in recovery mode and it needs to be restored. If this method does not work for you then try this: plug your device into your computer and open iTunes, if you cannot power down the device, then hold both the home and power buttons until the screen goes dark, release both buttons then press and hold both buttons again, an apple logo should appear after a few seconds, as soon as it disappears release the power button but continue to hold the home button until a message pops up in iTunes telling you that it has detected a device in dfu/recovery mode and you need to restore your device. After restoring your device you restore your backup assuming you have one. Hope this helps. Good luck!
