Go to App Store and search for "weather+". You will find the app there as you mentioned above.

I know that one but but the thong is that you have to keep the app on the whole time

Jailbreak if your that desperate for it. I found it used to much RAM so don't bother with it anymore.

Yes it does if you download useless stuff.

The jailbreak it self use no memories, but the apps or tweaks you install on your device from cydia or from the app store are what can eat up memories, battery life, and even CPU. Other than that a row jailbreak can't affect the performance of your device unless the jailbreak was badly made.
