If the Limera1n exploit and future Greenpois0n SHAtter exploit are unpatchable does that mean if for whatever reason I wanted to restore my iPhone 4 to a factory non jailbroken firmware that is no longer possible?
 
No, it just means apple can't release an update that stops the jailbreak. It can still be restored same as older versions?
 
it means apple would have to release new hardware to patch up the jailbreak, so the idea was to keep shatter for future hardware devices like iphone 5, if they dont already patch it up, but its a risk they are willing to take.
