How long after an iPhone has been deactivated does you backup data remain in iCloud?
 
The backups remain for about 180 days, that's 6 months, more or less.

If there's a chance you won't be re-activating the iPhone in less than 180 days, you may want to consider backing it up to iTunes on your computer. iTunes backups are stored locally on your computer and will remain indefinitely, unless you manually delete them.
