Having issue connecting to hot spot with Windows 7

Have a customer that has a hotspot on his iPhone, and when other users with Windows 7 try to connect they can't. Haven't looked at it yet, just looking for suggestions.

Why would random "other windows 7 users" try to connect to a persons hotspot?

I'm not really getting this here.

I am really not sure, this is the CEO of the company and needs to have all the latest toys, you probably have dealt with people like him.
