Front camera results in shutter freeze

Hi there,
My second post on this forum (building confidence now)
I bought a used iPhone 4 on ebay for my daughter which has a couple of niggles that I would like to resolve.

1. When using the rear camera it works fine, when the front camera is selected, then the shutter freezes and the only way appears to be to to a RESET ALL SETTINGS. I have tried another app auto-shutter, and the results are similar although it doesn't freeze, but just shows black. Wild you assume this is broken forward camera and needs to repaced or has anyone come across such a problem?

Since you can do custom ipsw for ip4. I would recommend full restore. That usually solves every problem. Expecialy if you bought it second hand.
