Downgrade

My daughter forgot her icloud account info so I am trying to downgrade to ios 7.1.1 If I downgrade it without removing her icloud account will the phone activation lock?

In short, yes.

Once the phone is on iOS 7 and if "Find My Phone" is activated, it will always need the AppleID of the owner to initiate it. There is no getting around it such as putting iOS 7.1.1 on it. Sorry.

Doing a complete reset would allow a password reset...but you'd lose a lot of other data that would have to be reinstalled.....In THIS particular case, it may be a necessary evil.....
