Do Not Disturb problem

This may not even be the right place for this, but I hope so. I have an iPhone SE, which I believe is basically the same as an 8, but I'm not sure. I did not see SE listed as a choice for a forum.
When I have Do Not Disturb turned on, the phone rings anyway. I even have the setting for Allow Call from to No one.
What am I doing wrong?

Even with Calls from no-one set, your Favourites can get through.

Believe me, these are not favorites. I don't seem to be getting any missed calls.
