Do I need iTunes and is it supposed to take a long time for the micro Sim to activate, its been a long time
 
Activation is done through your cellular carrier. Activation shouldn't take nearly that long. When I had my iPhone 5 activated, it took less than a minute.

On my iphone4 it says "Cell phone is disabled, please connect to iTunes" and no sim card installed
This phone isnt originally mine someone gave it to me,
If I were to make an itunes account and connect this phone to it would the phone work ie would I still need a sim card because I wont need to call yet
 
No SIM card required to run an iPhone, you just connect with iTunes as your phone displays and activate it. After that there is no need of SIM card as you do'nt want to call. If you still want to call without SIM, you can do it by downloading and running other applications like skype.
