do I have to activate first?

When I get my new iPhone I am going to give my 6s plus to my wife who presently uses android. I will erase the 6s plus but wonder - do I have to activate it first or can I get it set up with apps, wifi, contacts through google before I activate it. That way, I could get it the way she likes it while she would still have her Android phone to use. Otherwise, she would be without her phone while I getting it the way she likes it.
 
After erasing the iPhone, it will have to have her SIM card inserted and the iPhone activated before any content can be added to the phone.
 
Do I have to put a sim card from her lg g3 into the iPhone first?
A SIM card has to be in the holder before you can activate a new iphone. If the iPhone is carrier locked, the SIM card has to be from the carrier the iPhone is locked to. If you both use the same carrier there shouldn't be a problem.
