Hello,
One told me that iPhone 5 allows to use WiFi connection to do telephone call. This might be very handy in case when reception is very poor. This also might be convenient since one won't use minutes from the plan.
I didn't find that option is Settings. Are you aware of it?

You cannot do it natively from your iDevice. You have to use a 3rd party app... such as Skype, Text 4 Free w/ Phone, etc.

You can certainly use WiFi to do Facetime calls from iPhone to iPhone, if that's what you mean?
 
Sprint, and probably other carriers, will loan you a "Booster" if you have a weak signal at your house. Sprint calls it the Air Wave. It makes a local cell tower from your desk and the device then uses your broadband to place the call. Not exactly what the OP asked, but it may serve the purpose he wanted.
 
I used to use the Talkatone App to do voice calls and IMs over WiFi on my iPod Touch. I have an iPhone 5 now with a generous calling plan so I don't use Talkatone for voice calls (I haven't used it since getting the iPhone). I still do use Talkatone for doing IM chats though. Talkatone works with our iPads and Nexus 7 too so when someone calls my Google Voice number, all of the devices ring. I can answer the calls on the iPads or iPhone. The Talkatone App and Google Voice service are free.
