Can iphone4 maximize it's capacity

I currently use iPhone4 with capacity of 16GB. I just want to know if it can be maximized from 16GB to 32 or 64

No, it cannot. This is a hardware liitation - the memory chips are mounted to the interior board. Your 16GB device will always be 16GB.
 
They are coming out with a stick drive for lightning usb. Only $150 for 16GB... such a steal! lulz

You can better use Dropbox/GoogleDrive/OneDrive and/or Box to store your photos and other documents.

That way they don't have to use your devices memory.

That's true. And, with those apps, your pics are easy to view and download. I use the Dropbox app to transfer pics between my iPhone and Linux laptop.
