I broke the screen of my one month old iPhone. It works normally and i am now forced to put it in Otterbox Defender( which i have but hate to use. *I have two Q. 1. Can i buy and fix myself as we do not have Apple Store anywhere here 2. The nearest country is UAE. Any address there for me to send.*

There are loads of companies offering iPhone screen repair services. A quick Google search will reveal them - and they're usually about half the price of Apple!
Beware, many use non-oem parts. For some repairs this doesn't matter, headphone jack, volume buttons, but for the exterior front glass, it will scratch much easier than OEM parts. Make sure they specify what they are using.
