Blacklisted???

Hi I hope someone can offer some advice.

first off I'm in the uk so not serif that makes any difference.

im trying to use a iphone 4s and it will jot allow me to make calls or collect to the internet only over wifi.

Im pretty sure the phone had prviously been reported as lost but I had a look online at some free imei checkers and it didn't say anything.
i tried to download cydia as I thought this May let me use it but still no luck.
can anyone help or is it basically a brick now???

It sounds like you don't have a phone carrier service, such as Verizon or AT&T. I don't know what's available in the UK. Is the phone unlocked?

If you know it was reported as lost, then why don't you return it to the owner? If you are able to use the phone as an ipod, then you must be able to get the owner's info and contact them.
