yes you can have animated wallpapers, infact you can even have video wall papers. i have the final fight between anakin and obi 1 on my screen the video, drains the battery but i dont care ;p also you have to be jailbroken and download winterboard :/
maybe one day apple will officially add it but atm it drains the battery so much or they want to keep some features so they can add later either way you have to jailbreak
