What can i download on my phone as fas as a download manager that will take the place of Safari? Meaning since i still have no USB cable and did get my phone recovered at ATT. What can i download from Google to direct to my phone to be able to get a cache cleaner or something to clean up my phone. Also is it at all possible to downgrade from 4.2.1 to 3.1.3 on from my phone without itunes?

Unless your device is jailbroken you cannot download and manage files from any browser unless its from your email or Dropbox to a supported app
You cannot downgrade any iOS without iTunes.
