Wi-Fi and Personal Hotspot work same time

I need any one Help me

1- connect Iphone 6 By USB as Hotspot to my PC windows
2- connect Iphone 6 By Wi-Fi for internet not need use mobile data

if you get my point please answer

i had -
1 - PC
2 - Iphone without mobile data
3- Wireless router .(access point )
-----------------------
i need get internet to my PC from Iphone through wireless

PC--> USB ----> Iphone 6 as Hotspot ---->iPhone 6 wi-fi -----> wireless router .

Sharing your internet connection via Personal Hotspot on your iPhone doesn't work, if you don't have cellular data enabled. A Personal Hotspot uses the cellular data of your iDevice and shares it with devices connected to it. Using your router's Wi-Fi for this is not possible.

I wonder if an Airport Express could use the iPhone and allow the PC to go online through Ethernet. I'll have to try it out.

I'll be home on Monday. I'll give it a try. Of course, life is simpler with a Mac. The connection is easy.
