Whats up with iphone 4 incomplete backup to icloud

Just turn on Wifi Sync and plug your iphone into a power supply and it will back up.
Goto Setting>iCloud>Storage & Backup>turn iCloud Backup On, plug into power supply and it will sync. The first time will be slow.
Goto Settings>General>iTunes WIFI Sync and you can watch it and it will tell you when done.

Yep...it only syncs up while plugged into a charger (or USB) and while connected to wifi. It won't upload over 3G, nor when is not plugged in.
