what does the double tap botton actually do?

Both not all are running but some could be just close them down to be on the safe side.

The main purpose of the Double Tap is to quickly toggle from one app to another w/o having to return to the Springboard. However, it also doubles as a way to close apps that may possibly run your memory low.
