Used iPhone 4 - Canada Warranty

I was wondering. If I buy a used iPhone 4 is it still covered under the limited 1-year hardware policy? The policy on iPhones states

(1) YEAR from the date of retail purchase by the​

original end-user purchaser (“Warranty Period”).

However everyone tells me they will still cover it if you are not the original owner?

it only applies to the original owner you will need to contact apple and buy a warranty plan on your name
