I bought an iphone 4s in the USA, but now I'm in Germany. The SIM card I buy here can not be supported by my iphone 4s.
what should I do？

You need an unlock to use it. Call up your provider and ask them to unlock the iPhone for you. They shouldn't charge you anything as long as you meet their requirements, which varies depending on your carrier.

What iOS version is your 4S using?

You can't soft unlock a 4S unless you have a SAM ticket saved, which you'll need to have done a while ago. Other than that, your only options are IMEI or an interposer
