Unknown number !! Driving me mad ..

Maybe because they charge a fee to the users to stop their numbers from showing up on call displays. There's a financial incentive for them to carry on as they currently are.
That would explain it.

I don't get them to my iPhone but get loads to my landline phone and its true there is a financial incentive to stop them, My provider charges over £5 a month to stop them.
 
My husband blocks his number because he is a veterinarian on call and uses an answering service. He does not want his clients to have his personal cell number or we will be getting calls 24/7. I am sure there are other professional business people in this same situation. If a client blocks his private call, he calls the answering service back and they have to be "patched through" to his number, but he will not give it out under any circumstance.
