Unable to connect apple airpod 2 to iphone 11 pro

I have tried hard reset, complete reimage but not able to connect airpod to phone. when I open the case I can see the airpod but then a connection failed when trying to connect. tried a different set of airpod with same result.

any suggestions on how to fix?

Are you going to Bluetooth Settings and trying to connect from there?

no I am opening the airpod case waiting for phone to recognize then trying to connect
connection failed

tried resetting hard and oft
reinstalling
factory reset airpod

You need to have the case open with the AirPods in it - then open Bluetooth Settings. You should see the name of the AirPod version. Allow them to connect from there.

tried that it opens up the picture of the airpods press connect then connection failed
