I wouldn't be surprised if it turned out that the San Bernardino shootings were declared a terrorist attack just to bolster the FBI demands that Apple build that backdoor in iOS. It's obvious that the planning for this has been going on for months and the San Bernardino shootings provided just what the FBI thought they needed to force Apple to comply with its demands.
