Speak Launch is a Cydia Tweak which will speak the name of the app you are launching. Just tap on an application on your Springboard and the Tweak will say something like "Lauched YouTube" or "YouTube Launched". You can choose which order you want your iDevice to say it within the settings as well as setting your own custom phrase. Speak Launch can be found for FREE under the ModMyi Repo in the Cydia Store.
