I have a iphone 15promax and occasionally when away from home try to connect to my kindle paperwhite se via the iphone hotspot. My iphone will often see a lot of other wifi locations around which are inaccessible but not my kindle. I can turn both on and off and finally, sometimes after 45 minutes to an hour it will show and I can connect. Any idea what the problem might be.

We basically had the exact same problems with our iPhone. Sixteens. Multiple ones. After playing with it long enough, we found out that when you initially connect, you cannot have the lock screen on or it won't find it. Sometimes we actually had to go into the hot spot screen on phone before it would show up on other devices. Very strange. I am really surprised no one has reported this problem before.
 
I think I may not understand. There are times when I have to connect my ipad to my iphone hotspot when Wifi is not available because my ipad does not have cellular. Anyway , I do this from my ipad. I open Settings on my Ipad.the go to Wifi. I scroll down to My Networks. It shows my other Wifi frequency and my iPhone. If I click on My iPhone it connects my ipad to my iphone hotspot. It is possible that the first time I did this I had my iPhone settings set to Allow others to Connect but It was so long ago, I no longer remember and at this point, that setting is not clicked on but I can still connect to my iPhone hotspot.
 
In playing with it I believe it has something to do with the lock screen. If the lock screen kicked in the SSID won't show up.
 
There is something to being on the Personal Hotspot screen in settings. I believe your iPhone will not always be broadcasting your hotspot; you have to go to the page in Settings for it to be findable.

The Setting "Allow Others to Join" has to be enabled, and I would suggest turning on "Maximize Compatibility" as well for the OP's Kindle.

Your various iCloud devices always have access to your iPhone's hotspot, which is why you can normally always find it on your iPad and Mac under "My Networks" without "Allow Others to Join" enabled and sitting on the Personal Hotspot screen in Settings. I also believe this applies to your Family devices if you are in a Family Share.

I would concur. We played with it for hours and it didn't show up until we went in to settings=>Personal hot spot. Didn't change anything. Just had to be on that screen. It also could have been the lock screen was active. Seems like that keeps it from showing up too. Very odd that others don't seem to have this issue. Of course it could also be that very few people use their hotspot.

I double checked my settings. As I said, I probably allowed the iPad to access the hot spot at one point but it is possible that I never did so when I got my most recent iPhone. And on my iPhone, the Hot Spot setting is not on, it obviously was when I first allowed it to occur but normally that toggle is switched off and yet the iPhone hotspot shows on the list . In addition, when I get a call, the hot spot connection is lost or suspended-that could appear to be the most recent issue OP reported in his respinse to you. But I think Jim Becher is missing my point, he need to look at settings on his Kindle, the connection is made there and not the other way around. His kindle, in the area that shows WIFI networks he can connect to, also should show the iPhone Hot Spot and that is what he has to click on. He seems to think his issue is something to look at on the iPhone but its the other way around. As an example, I took a pic of my iPad and my iPhone settings. As you can see on my iPhone, the Personal Hotspot is Off and Allow others to Join is toggled off while the iPad settings show the iPhone Hotspot on the available network listings for the iPad. Jim should check his Kindle network list, IMO.
