Nope. It's for free on the app store.

voice call is working but video is not working its keep saying dialing but no joy

Try the app "Tango." Supposedly, or they claim, it's a better video/audio experience over 3G compared to "Fring." Just installed it on my phone. Wife and I tried it our over 3G and Wifi. We noticed both the video and audio quality a bit better. Also, I think, the App looks better.

Yea, but even tango doesn't allow video calling as far as I can tell. At least not to Skype

"Tango" does allow video calling. Just tried it the other night with my wife on 3G and Wifi. Obviously the video quality is a lot better on Wifi.
