SBSettings IOS 5

SBSettings is a stock tweak from Cydia. The source/repo is BigBoss, which is automatically loaded with Cydia when you jail break.
All that to say, what is the problem you are having with downloading it? Because you should be able to go to Cydia, do a search for SBSettings and then, when it appears, press the gray "Install" button (upper RH side). You'll get a pop up window and then you press the blue Confirm button. Then, when it's done installing, you'll either return to Cydia or reboot/respring your phone. Done.
Now, because of the new jail break (untethered iOS 5.0.1), the servers at the major repos have been getting hammered. If they aren't loading, just wait for a while longer before trying again.

That means there's something missing that's required to install. What's listed @ the bottom of your error screen?
