Begin with a blank. Next comes a screen to house the blank - say, an iPad. You fill the blank with a screenplay in time. You find an agent, who finds a studio, which hires a producer, who fills all the character roles with actors and a director to guide them and furnishes a set in which to hold it all.
The finished product goes into release with marketing and bookings.
